With shuttle's end, space firms seek new direction


 

HARTFORD, Conn. (AP) -- Less than a year after NASA ended its shuttle program, players in America's space business are casting around for new direction.
United Technologies Corp. is the most recent company to announce it will sharply scale back its role in space exploration. It's selling Pratt & Whitney Rocketdyne, a manufacturer of rocket engines and liquid-propulsion systems that it's owned for seven years. The sale of Rocketdyne and other businesses are intended to raise $3 billion to finance United Technologies' purchase of aerospace parts maker Goodrich Corp.
Greg Hayes, chief financial officer at United Technologies, rapped U.S. space policy when he announced the decision in mid-March to sell Rocketdyne.

"Growth will be limited at Rocketdyne," Hayes told investor analysts. "It's still a very good business. It's a national asset ... but unfortunately, without a national space policy, growth will be limited for some time."
Rocketdyne dates to early rocketry, working with pioneers such as Wernher von Braun and contributing to propulsion on Apollo spacecraft in the 1960s and '70s that brought astronauts to the moon.
The company has a future with NASA even if the space agency's path is unclear, said Rocketdyne President Jim Maser. Three of four companies vying to take crew to the space station would use Rocketdyne propulsion, he said. Still, he said, NASA's path is unclear.
"There is an official space policy and I can't cite it, to be honest," Maser said.
NASA's 30-year shuttle program ended last July with the voyage of Atlantis. The space shuttle Discovery has become a museum piece, turned over by NASA in mid-April to the Smithsonian Institution.
Other companies have shifted some business from space exploration. Lockheed Martin Corp. closed its shuttle tank production line in New Orleans in 2010, ending the jobs of about 1,400 workers. A year later, NASA chose that site in New Orleans to build components of its new heavy-lift rocket, but only if Congress funds the project.
ATK Space SystemsTech has laid off hundreds of workers in Utah, citing the phase-out of the space shuttle and the Minuteman III ballistic missile programs.
And Florida's Space Coast, once the center of rocket launches, has lost thousands of jobs.
NASA is still using companies such as Boeing, SpaceX and others to ferry cargo and astronauts to and from the International Space Station in three to five years. Until then, the space agency will spend tens of millions of dollars per seat on Russian Soyuz spacecraft.
High-profile space exploration is now becoming a commercial venture. Space Exploration Technologies Corp., better known as SpaceX, plans to launch its Dragon capsule from Cape Canaveral to the space station on April 30. And a group of wealthy backers, including Google executives and filmmaker James Cameron, are behind an asteroid-mining idea.
NASA suffers in comparison with its early days when it followed through on a grand vision by national leaders, starting with President John Kennedy, of sending men to the moon, said Olivier L. de Weck, an associate professor of aeronautics, astronautics and engineering systems at the Massachusetts Institute of Technology.
"It's a little bit unfair to say NASA has had no space policy," he said. "It's not as monumental as Apollo, but it's still robust and a leader in breadth and scope of impact."
NASA is working on a new heavy-lift rocket, the Space Launch System. But several businesses such as SpaceX insist that with time, also can build a launch system, de Weck said.
"It's a real policy question, government competing with private business for space launch," de Weck said.
An argument can be made that government should focus on military applications such as spy satellites and explore beyond earth while leaving space launches to private business, he said.
United Technologies is not exiting space exploration entirely. The company is selling three industrial businesses at its Hamilton Sundstrand subsidiary, but is leaving untouched the company's work in making space suits, launch systems and other space equipment.
A spokesman for Hamilton Sundstrand would not discuss its space business until after the Rocketdyne sale. Hayes told investor analysts April 24 that United Technologies expects to sign a contract shortly for the sale of the company.
Matt Collins, an analyst at Edward Jones, said United Technologies has scaled back Hamilton Sundstrand's involvement in space exploration.
"It's a fraction of the business today," he said.
Chris Quilty, a Raymond James analyst, said that without the shuttle, the United States no longer has a vehicle to put humans into space, calling into question the need for rockets.
"The rocket does not have a mission. It does not have a payload," he said. "There's no lunar lander. It's literally a rocket to nowhere."
Industry changes are spurring "some truly innovative commercial companies coming into existence," such as Space Exploration Technologies, Quilty said. In December 2010, SpaceX became only the fourth entity — after the U.S. Russian and Chinese governments — to put a capsule into space.
Rocketdyne's Maser said space travel is essentially about physics and economics. Only the financial part has changed, he said.
"Fundamentally, how we leave the planet hasn't changed," he said. "We haven't come up with a brilliant new way to do that."

Escape puts China, U.S. in awkward spot

WASHINGTON (Reuters) - The United States faces a tense week in China as high-level talks on trade and global hot spots like Iran and North Korea open in the shadow of a blind Chinese activist's bold escape from house arrest to seek U.S. protection in Beijing.
The trip to Beijing would have been challenging for Secretary of State Hillary Clinton and Treasury Secretary Timothy Geithner even without a human rights dispute over Chen Guangcheng, who a U.S.-based group says is hiding in the U.S. Embassy in Beijing.
The May 3-4 Strategic & Economic Dialogue is the last of such annual consultations before political seasons heat up in the United States and China, giving leaders in both countries less flexibility over contentious economic and security issues.
The United States goes into full campaign mode for the November presidential election, while China's ruling Communist Party enters a leadership transition in the fall that has been complicated by a scandal that toppled senior leader Bo Xilai.
Bob Fu, whose religious and political rights advocacy group ChinaAid is the chief source of information about Chen, said he had confirmed "intensive talks" between the United States and China began right after the activist took shelter in the embassy on Friday.
"I was told the Chinese top leaders have been deliberating a decision to be made very soon," Fu said on Sunday by telephone from Texas. A "Chinese official response (is) expected in the next day or so," he added.
The United States has not confirmed reports that Chen, who slipped away from under heavy surveillance around his village home in eastern Shandong province, fled into the U.S. Embassy. China has also declined public comment on Chen's reported escape.
Fu said he got his information from "both sides" in the talks over Chen's fate. The State Department would not comment.

New Faults, and Earthquake Risks, Found in Washington

Tectonically speaking, there's a lot going on in the Pacific Northwest. From the Cascadia subduction zone, where the Juan de Fuca tectonic plate is slowly pushing its way underneath the North American plate, to the Seattle Fault, where Native American legends recorded a massive earthquake 1,100 years ago, the region has its fair share of seismic hazards.
Now add to that three more potentially dangerous faults in the Bellingham Basin, a tectonically active area along the coast of Washington, near the Canadian border. A team of researchers has discovered active tectonic faults in this region nearly 40 miles (60 kilometers) north of any previously known faults.
We've known for a long time that the whole Pacific Northwest region is contracting very slowly north-to-south, at the rate of a few millimeters per year," said Richard Blakely, a geologist with the U.S. Geological Survey in Menlo Park, Calif., who was part of the study. "It doesn't sound like very much, but when you concentrate that contraction on specific faults, they can become rather dangerous."
Big enough
The faults Blakely and his colleagues found are reverse faults — a type of tectonic fault where one side is shoved up over the other side — and the team estimates they're capable of triggering magnitude-6.0 to -6.5 earthquakes.
That's big enough to cause damage and hurt people, but it's not as severe as a magnitude-7 earthquake, such as the one that occurred on the Seattle fault 1,100 years ago," Blakely told OurAmazingPlanet.
The team found the new faults through a bit of collaborative luck, Blakely said. He had been examining maps of magnetic anomalies in the region and noticed clues pointing to several unidentified faults in the area. When his colleagues in Washington showed him LiDAR images — data collected by an airborne laser tool that showed scarps (steep banks formed when a fault ruptures) in exactly the same areas — and paleoseismic records that indicated past earthquakes had shoved the ground upward several feet, they knew they had found something.
The three faults the team identified are located near Birch Bay, Sandy Point and Drayton Harbor, all along the Pacific coast of northern Washington, about 20 miles (32 km) north of the city of Bellingham.
They’re about 40 miles (60 km) north of where geologists previously thought active faulting ended in the Bellingham Basin, opening a new swath of the Washington coast to seismic hazards.
What's more, the team traced the faults from onshore to offshore, meaning that when they do rupture, they could trigger an underwater earthquake.
"This is a big 'if’=,' but if they ruptured again along their entire length, some of that rupture would be out in the water, and there might be a tsunami hazard related to that," Blakely said.
But Washington residents and their Canadian neighbors don't necessarily need to worry about that happening anytime soon. The researchers didn't find enough paleoseismic evidence to say how often major quakes occur along these faults.
The last time an earthquake occurred along the Birch Bay and Sandy Ridge faults was at least 1,000 years ago, Blakely said, and moving at a rate of only a few millimeters per year, it could take some time to build up enough tension to produce another quake.

Although reports of bin Laden's whereabouts often portrayed him as hiding away in caves along the mountainous Af-Pak border, the terrorist leader was actually moving around urban areas of Pakistan.
According to the testimony of his youngest wife, the family, though scattered occasionally, moved among five different safe houses
Even Abbottabad, the site of bin Laden's final hideout, has been described as a "peaceful hill resort," a far cry from the conditions in which bin Laden was supposed to be concealing himself
Bin Laden fathered four children in his 10 years on the lam.
Over the 10 years that bin Laden spent dodging international authorities, he fathered two boys and two girls with Fateh, all of whom were born in Pakistan. The two also had a child in Afghanistan before the attacks of 9/11.
Bin Laden also traveled with his two other wives and two adult daughters from his previous marriages.

Romney "would not have killed bin Laden"

Would Mitt Romney have ordered the raid that killed Osama bin Laden? President Barack Obama's re-election campaign released a new video on Friday that strongly implies that he would not have, using the presumptive Republican nominee's own words against him.
Ever since Vice President Joe Biden boiled down Obama's 2012 slogan to "bin Laden is dead, GM is alive," it has been clear that the embattled incumbent would not hesitate to use the May 2, 2011, Navy SEAL strike as a political weapon
Fighting over the political use of bin Laden is hardly new—as Obama's 2008 presidential campaign could tell you, since they complained about then-rival Hillary Clinton doing just that. Clinton's camp ran an ad that used Osama bin Laden and implied that Obama (the ad didn't use his name) didn't have the foreign policy chops to be president
The video, taken from footage shot for Obama's 17-minute campaign commercial "The Road We've Traveled," opens with the message "the Commander-in-Chief gets one chance to make the right decision" and turns to former President Bill Clinton for validation. "That's one thing George Bush said that was right: The president is the decider in chief. Nobody can make that decision for you."
"Look, he knew what would happen," says Clinton. "Suppose the Navy Seals had gone in there and it hadn't been bin Laden. Suppose they had been captured or killed. The downside would have been horrible for him, but he reasoned 'I cannot in good conscience do nothing.' He took the harder and the more honorable path and the one that produced in my opinion the best result," he says, amid images including a photograph of New York City firefighters cheering the news of bin Laden's death.
"Which path would Mitt Romney have taken?" asks the on-screen text. 9,000 U.S. Marines to leave Okinawa

WASHINGTON (Reuters) - The United States and Japan announced on Thursday a revised agreement on streamlining the U.S. military presence on Okinawa that will shift 9,000 Marines from the southern Japanese island to Guam and other Asia-Pacific sites.
The new plan, unveiled days before Japanese Prime Minister Yoshihiko Noda meets President Barack Obama in Washington, helps the allies work around the central but still-unresolved dispute over moving the Futenma air base from a crowded part of Okinawa to a new site that has vexed relations for years.
"I am very pleased that, after many years, we have reached this important agreement and plan of action. I applaud the hard work and effort that went into crafting it," U.S. Defense Secretary Leon Panetta said in a statement.
"Japan is not just a close ally, but also a close friend."
Under the agreement, 9,000 U.S. Marines will be relocated. Five thousand will go to Guam and the rest to other sites such as Hawaii and Australia, a joint U.S.-Japanese statement said
The updated version of a long-delayed 2006 plan was needed to achieve "a U.S. force posture in the Asia-Pacific region that is more geographically distributed, operationally resilient and politically sustainable," the statement said.
Snags over Okinawa had raised questions about the viability of the Obama administration's strategy of shifting U.S. forces from other regions to the Asia-Pacific to deal with nuclear saber-rattling by North Korea, the rapid military buildup of China and territorial disputes in the South China Sea.
Friction over U.S. bases intensified after the 1995 gang rape of a Japanese schoolgirl by U.S. servicemen. The case sparked widespread protests by Okinawans, who had long resented the American presence due to crime, noise and deadly accidents.
There are about 47,000 U.S. troops in Japan under a 1960 bilateral security treaty.
Okinawa, occupied by the United States from 1945-72, accounts for less than 1 percent of Japan's total land but hosts three-quarters of the U.S. military facilities in the country in terms of land area.
"This has been ... bogged down for years, but now we have been able to come up with a new approach de-linking the Futenma relocation from other elements, like moving out Marine forces to Guam and returning some parts of Okinawa," said Ichiro Fujisaki, Japan's ambassador to the United States
"Things are going to start moving," he told a gathering at a think tank in Washington.
Kurt Campbell, assistant secretary of state for East Asian and Pacific Affairs, said the deal was discussed widely with U.S. lawmakers, who had refused to fund the overhaul on Okinawa until the Futenma deadlock was resolved and the administration fully explained how the move would fit overall U.S. strategy.
"We think it breaks a very long stalemate ... that has plagued our politics, that has clogged both of our systems," said Campbell.
